Forward-only OPEN -> IN_PROGRESS -> CLOSED (no reopen). OPEN -> IN_PROGRESS is the assignee (or admin). Closing (decision C): the ASSIGNEE may close only from IN_PROGRESS (must Start first); MANAGER/PMO/PM, admin, and the creator (own ticket) may also close a still-OPEN ticket as a cancel/dismiss. Closing an OPEN ticket by an assignee-only caller returns 409.
