IPFOS documentation site launched

The IPFOS documentation site is live. It brings together three things that previously lived in scattered design documents or nowhere at all:

• Developer Guide — architecture, local setup, and the conventions of both repositories.
• User Guide — how to use the app, written for employees.
• API Reference — generated from the backend services' OpenAPI specifications.

Use this changelog to announce notable platform changes: new features, breaking API changes, and operational updates. Add a markdown file under docs/blog/ with a date-prefixed filename to publish an entry.
